Well there could be alot of things that could be doing this.
1. It could be his Router
2.Is he running Ps3 wireless
3.And is he running it from home or from a college because banwith can be a big role in your connection.

Thats because if you go in a lobby when its almost full and it fills up then it will freeze that has happend to me a few times as well.
